Anne Arundel County Executive Steuart Pittman said Claudia Roll will be the county’s new Animal Care and Control administrator.

Roll, a Severna Park resident with nearly 30 years of experience in animal welfare, started as the agency’s administrator July 29, Pittman said in a news release. Her hiring comes a week after the county executive announced plans to consider a new quasi-governmental model for running the troubled Animal Care and Control.

“Claudia Roll has the experience and the skills to support the essential work of the staff and volunteers at Animal Care and Control, and to lead a county process to transform our agency into a restructured, mission-driven quasi-government nonprofit that puts the welfare of animals at the top of its agenda,” Pittman said in the release.

The agency, currently overseen by the Anne Arundel County Police Department, said in June that it was undergoing a “reorganization.” The county has been considering separating animal shelter operations from its public safety operations, as well.

Legislation to establish the agency as a quasi-governmental model —an organization with characteristics of a governmental agency not fully controlled by the government — is under development, Pittman said. A proposal will be ready for review in late summer.

Roll most recently worked as the chief of staff for the Humane Rescue Alliance in Washington, D.C. In that position, the county said in the news release, Roll supervised more than 80 employees and oversaw several shelter functions, including animal care, animal control, behavior, humane law enforcement and volunteers.

Roll has previously worked as a kennel supervisor and program manager for the City of Albuquerque’s Animal Welfare Department, overseeing spay and neuter operations, fostering and volunteer programs. She was also the manager for companion animal and sheltering issues for Animal Protection New Mexico, a statewide nonprofit.

In addition, she holds certifications in training and animal cruelty investigations, the county said.

“I am thrilled to be joining the Animal Care & Control team,” Roll said in the release. “I’m especially excited for the opportunity to bring my experience to serve the citizens and animals of the county I call home.”

Roll’s hiring also comes two months after the departure of Robin Catlett, the county’s former Animal Care and Control administrator.

Since then, volunteers have spoken about a decline in the quality of shelter operations, pleading with the Anne Arundel County Council to get involved.
