A 65-year-old Annapolis man was arrested Tuesday after police say he approached and sexually harassed a minor multiple times on the street, according to the Maryland Judiciary. In one instance, the alleged harassment took place soon after the minor got off a school bus, police said.
David Lee Hammond faces two felonies, court records show, and was released on his own recognizance Wednesday but will be barred from making any contact with a minor. The sexual solicitation of a minor charges each carries a maximum punishment of 10 years in prison and/or a $25,000 fine.
An attempt to contact Hammond at a phone number listed in public records was unsuccessful.
According to charging documents, the minor, whose gender was not specified, was walking past Clay Street in downtown the night of Oct. 26 when Hammond approached them. Because Hammond had allegedly done this in the past, the minor started recording the interaction, police said.
After reviewing the video, police said they saw Hammond offer the minor four quarters to buy snacks, an offer the minor declined. As he spoke, he brought up sex several times and asked for it in many different ways, police said.
According to charging documents, Hammond told the person that he was “old enough to be your grandfather” and that by talking to them, he could go to jail.
Then, three days later, police said the minor was getting off a school bus near Clay Street when they were stopped again by Hammond. When he told them he wanted to have sex, the minor yelled “No!” before running home, police said. Neighbors and passersby stopped the minor and asked what had happened, according to charging documents. When they told them, city police were contacted.
Hammond, who court records show has faced several assault charges since 1980, is scheduled for a preliminary hearing Nov. 27 in Annapolis District Court.
The public defender’s office has entered its appearance in the case, according to the Maryland Judiciary, though a specific attorney has not yet been assigned.
