Police apprehended 17-year-old Jemik Parker in Louisville, Kentucky, and have charged him with murder in the Jan. 14 death of Lance Carrington, 17, of Columbia, who was found shot to death inside a car in Columbia, according to Howard County Police Chief Gregory Der.

Four other suspects, ranging in age from 18 to 20 years old, were previously charged in Carrington’s death.

On Feb. 5 police announced the arrest of three suspects: Janae Baker, 18; Kendall Stagg, 18; and Charles Epperson Jr., 19, all of Columbia. All three were charged with first- and second-degree murder in the shooting and were indicted Feb. 19.

A fourth suspect, Jeremiah Robinson, 20, was charged March 20 with first- and second-degree murder in the case.

“We know that one act of violence in our community is one too many, especially when it results in the loss of life,” Howard County Executive Calvin Ball said. “Our hearts break for the families and friends of Lance Carrington, and those arrested for crimes like this heinous act are innocent until proven guilty.”

Der said Howard County police worked with the U.S. Marshal Service for four months to locate Parker. He has been charged as an adult with first- and second-degree murder in Carrington’s death, Der said Wednesday.

“(Parker) is believed to be the shooter,” Der said Wednesday during a news conference announcing the arrest.

Der said that on Jan. 14, “five young people conspired to rob” Carrington of a handgun; one of them lured Carrington to a preplanned location, and the other four approached a car where Carrington sat.

“(Carrington) was shot through window of the car as he sat in the driver’s seat. He was located with a loaded handgun in his lap,” Der said.

Police discovered Carrington’s body at about 8:30 p.m., Jan. 14 in the 6000 block of Helen Dorsey Way in an East Columbia neighborhood. Officers found a parked car playing music with the brake lights on and what appeared to be damage from a bullet in the front driver’s side window, according to charging documents.

Police previously said they got a report from “a concerned citizen” that Parker arrived at their home looking distraught, saying he had shot someone and didn’t know if they were dead, according to charging documents.

All of the suspects in Carrington’s death are being held at the Howard County Detention Center without bail.

“All have shattered the lives of the victim’s family,” Der said.

The police department is committed to arresting anyone committing violent crimes in the county, Der said. Though the total number of homicides in the county is low, there have been several recent violent incidents involving young people, he said.

Howard County “is not immune” to the gun crimes committed by young people that are being seen across the country, Ball said. Despite many of the gun crimes committed by young people in the county being targeted, it remains important to invest in young people and effective crime reduction methods, he said.

“When our community is in crisis, we will answer the call and do what we can to ensure our residents are safe and feel safe,” Ball said.
