An Aberdeen Police Department corporal was arrested Monday on a warrant charging him with second-degree rape following a sexual assault investigation in Cecil County.

The charges come after Aberdeen Police’s administrative staff probed social media posts about Radovan Jovic, a six-year veteran of the municipal police department. They alerted Cecil County Sheriff’s Office investigators after contacting a woman who said she was sexually assaulted by the 33-year-old corporal.

Jovic, who was suspended in February due to the investigation, was ordered during a Tuesday morning bail review to remain held without bond at the Cecil County Detention Center. He did not have a defense attorney listed in court records as of early Tuesday afternoon. Jovic was scheduled to return to Cecil County District Court in early November for a preliminary hearing.

The charges stem from an encounter that investigators believe took place in March 2019 on the 2000 block of West Creek Village apartments in Elkton, where court records list Jovic’s current home address.

Police wrote in charging papers that the woman told investigators she and Jovic met on the dating application Tinder, where he used the name “RJ” and told her that “she was safe with him” because “he was a Police Officer and would never do anything to jeopardize his career.” The woman, identified in charging papers as “V1,” first met Jovic in a Harford County parking lot while he was on duty, and the two set a date for her to come to his apartment, police wrote.

They met at his apartment on March 8, 2019, and Jovic bound her hands before she consensually began performing oral sex, charging documents say. The encounter soon became nonconsensual, with the victim “adamantly refus[ing] to perform” certain sexual acts, police wrote.

Jovic then became physically aggressive, the woman told investigators, pushing her head and striking her head and breasts, leaving visible bruises. The woman crawled to a bathroom, though Jovic followed and allegedly continued to forcefully perform sex acts on her.

The woman said Jovic left for the living room to watch “Cops,” while she vomited and remained on the bathroom floor for several minutes before unbinding her hands. She “attempted to engage Jovic in conversation” while she dressed in the living room, though the lawman “continued to ignore her presence” until she left, police wrote.

Charging papers say that the Aberdeen Police Department’s Internal Affairs Director had alerted Cecil authorities in January 2024 after making contact with “V1,” who had commented in a Facebook group about “RJ” and indicated she had been sexually assaulted by him. A civilian employee had found multiple posts about Jovic in a Cecil County “Are We Dating the Same Guy” Facebook group, including photos of his dating profile and “remarks about Jovic’s behavior towards women.”

Jovic was suspended on Feb. 1 of this year after Aberdeen Police initiated their “investigation into concerning comments circulating on social media,” said Aberdeen Police captain Will Reiber.

“After a brief internal investigation, it was determined that a potential crime was committed, not in Aberdeen, and the information was provided to the Cecil County Sheriff’s Office,” Reiber said. He noted that Jovic’s pay was suspended “once criminal charges were filed.”

Court records say Cecil authorities obtained a warrant Thursday for Jovic’s arrest on the second-degree rape charge as well as third- and fourth-degree sex offenses, second-degree assault, misconduct in office and two other misdemeanor counts. He was arrested and served with the warrant Monday in Elkton, court records say.
