A Severn teenager was charged with 22 counts of attempted murder Tuesday, less than a week after two neighborhood shootings in Annapolis. None of the 11 intended victims identified by authorities were injured.

Jaylin Brown, 18, was apprehended Monday night after a foot chase with Annapolis Police officers, according to charging documents, as was Jarod Speaks, a 20-year-old from Baltimore.

While patrolling the Clay Street neighborhood Monday, police said they saw a 2020 Honda Accord connected to two shootings over the weekend — one on Saturday in the same area, the other on Sunday in the Robinwood neighborhood.

Officers attempted to stop the vehicle but the Accord, while trying to outmaneuver them, drove into another vehicle and its occupants scattered, police said.

Authorities chased after Brown and Speaks, who were passengers in the Accord, police said. Officers saw Brown discard a handgun and Speaks drop an AR rifle, according to charging documents.

Both weapons were loaded when they were recovered, police said.

Police also searched the Accord, which had been stolen from Baltimore in early February, and found two other handguns in plain view, according to charging documents.

The two shootings linked to the vehicle took place approximately one mile from each other and one day apart.

According to charging documents, at 8:02 p.m. Saturday, CCTV cameras recorded three suspects in dark clothing get out of the Accord and fire weapons at an unnamed victim. The man ran farther into the Clay Street neighborhood, police said, and two of the assailants chased after him. But police said the man escaped uninjured.

The three suspects returned to the vehicle, which drove onto West Washington Street and left the area.

At the scene, police recovered .223 rifle rounds, as well as 9mm and .40 caliber cartridge cases, according to charging documents.

Less than 24 hours later, the Honda Accord, parked on the 1300 block of Taylor Avenue, served as an escape car to four individuals fleeing Robinwood.

Police said the four, one of whom was carrying an AR rifle, fired into a crowd of 10 people “who were having casual conversation.” No one was injured and everyone fled the area.

However, police said a license plate reader captured the Accord’s temporary license plate number and “Be On The Lookout” alerts were soon sent to the Annapolis, Anne Arundel County and Baltimore County police departments.

When the Accord was found, and Brown and Speaks arrested, police wrote in charging documents that Brown was wearing “the exact same clothing” as a suspect involved in both shootings: all black clothing, a black face mask, blue latex gloves, white socks and black Nike shoes.

Brown was charged with 11 counts each of attempted first- and second-degree murder, as well as several assault, reckless endangerment and firearm offenses. Court records show he faces a total of 63 charges.

Speaks faces seven firearm charges, including two felonies, according to the Maryland Judiciary.

It was unclear why the charges filed against Brown and Speaks were different. Annapolis Police spokesperson Kortlan Speaks declined to answer questions Wednesday about the charges due to the open investigation.

According to city data, as of Wednesday, there have been nine shootings in Annapolis this year. Two of the shootings resulted in an injury and one was fatal. All three victims were teenagers.
