The groups said they were “heartened by the County Executive’s intent to improve bikeability on our community’s streets as part of his BikeHoward Express plan,” but remain concerned that “this level of spending and this plan barely scrape the surface of what is needed to make a meaningful environment, transportation equity and quality of life in our county.”

The council did not include new funds for flood recovery efforts following Sunday’s major flood in historic Ellicott City, but both the capital and operating budgets already includemoney planned to continue recovery and mitigation efforts from the That money includes $150,000 for property owners in Valley Meade and Ellicott City for floodproofing on their buildings and $17.1 million for storm drain improvements, and the continued design of stormwater retention facilities.

Council Chairwoman Mary Kay Sigaty said the council would continue to work the end of the council’s term to provide additional funding for Ellicott City.

Jon Weinstein, the Democratic councilman who represents historic Ellicott City, fought back tears in urging additional financing for store owners and residents affected by the flood.

The county’s budget year begins July 1.
