Detectives used a parolee’s ankle monitor to determine that he was the prime suspect in a deadly shooting in East Baltimore on Dec. 26, according to court records.
DeAngelo West, 27, was fatally shot in the 2400 block of East Preston Street around 3:30 p.m. that day. Charging documents show that detectives used surveillance video and data from the ankle monitor to determine that Maurice Prioleau, 28, was the suspected shooter.
On the day of the shooting, police found West suffering from a gunshot wound to the back of the head, according to authorities. An ambulance took him to Johns Hopkins Hospital, where he was initially listed in critical condition.
Detectives said they found two spent .380 caliber cartridge casings at the shooting site and a witness who was able to tell them that the shooter ran westbound on East Preston Street following the shooting, according to the charging documents.
During their investigation, detectives determined that the suspected shooter was wearing a mask and a black jacket when they shot West.
Court records describe how detectives used multiple surveillance cameras and closed-circuit television footage to determine the path the shooter took to get from the shooting site to their getaway car.
That person allegedly ran west in the 2400 block of East Preston Street, turned right onto the 1300 block of North Port Street, and made a left onto the 2400 block of East Hoffman Street before running to the 2400 block of East Oliver Street.
At that point, the suspect entered the passenger side of a gray Honda and fled the area, according to the charging documents.
The day after the shooting, homicide detectives received information from law enforcement sources who directed their attention to Prioleau, court records state. They learned that Prioleau was on parole and probation at the time of the shooting and that he had been wearing an ankle monitor.
Investigators stated in the charging documents that the GPS tracking data on that ankle monitor reportedly placed Prioleau in the 2400 block of East Preston Street at the time of the shooting.
“The GPS device locations follow the same path as the suspect was seen running on various surveillance videos,” the charging documents state.
On Dec. 29, hospital staff notified detectives that West had succumbed to his injuries, police said. Afterward, forensic staff at the Office of the Chief Medical Examiner conducted an autopsy on West and ruled that his death was a homicide, according to court records.
Police said that detectives arrested Prioleau at a home in the 2600 block of Tyler Street on Jan. 1, 2025.
Investigators executed a search and seizure warrant at a townhouse on that block around 4:30 a.m. that day and found clothing that matched the description of what the shooter was wearing the day of the homicide.
Additionally, two witnesses familiar with Prioleau were shown still photos from a closed-circuit television and identified the person in those photos as Prioleau, court records state.
Prioleau was taken to the Central Booking and Intake Facility where he was charged with murder in the first degree, police said.
He has been charged with first-degree murder, second-degree murder, first-degree assault, second-degree assault, reckless endangerment, and various firearm-related offenses.
