A stretch of extended express lanes on northbound Interstate 95 in Harford County opened Wednesday, giving drivers a new way to travel from White Marsh Boulevard to Mountain Road.

The stretch adds 6.5 miles to the existing express lanes, from Route 43 to Route 152, according to the Maryland Transportation Authority. The project was meant to create new options for commuters and other travelers, fostering “greater efficiency on one of Maryland’s busiest corridors,” especially during peak travel hours, the MDTA said in a news release.

“The northbound I-95 Express Toll Lanes extension project provides travelers with a more reliable travel experience while easing congestion on our highways,” Bruce Gartner, MDTA executive director, said in the release. “Through innovation and safety, this project represents our commitment to modernize Maryland’s infrastructure and enhance mobility options.”

Toll rates for drivers who choose to use the Express Toll Lanes vary depending on the section of the road, the vehicle’s axle classification, and the time of travel, whether during peak hours, off-peak hours, or overnight.

Part of the MDTA’s long-term investment plan, the extension has state-of-the-art tolling technology, updated signs for navigation and added points of entry and exit for increased convenience, the release said. Enhanced lighting, stormwater management and safety features are also included in the project.

“The MDTA worked closely with community stakeholders and environmental agencies to ensure that the extension aligns with Maryland’s sustainability goals, enhancing both infrastructure resilience and environmental stewardship,” the release said.

The new stretch of express lanes comes about 10 years after the Express Toll Lanes on I-95 were opened in 2014. According to the MDTA, the lanes have seen 87 million users, or 95% more than the agency’s original predictions.

The remaining portion of the Express Toll Lanes expansion, to Route 24, and ramps connecting the northbound express lanes to Interstate 695 are slated to open by the end of 2027, according to the MDTA.
