The Howard County Council chose new officers Monday for 2024, electing District 4 Council member Deb Jung as chairperson, according to a news release from the county.

The council consists of five members who serve four-year terms and who, since 1986, have been elected from five separate districts. There is a three-term limit for council members. The elected members of the council serve as the county’s legislative branch, as well as the county’s Zoning Board, and Liquor Board.

The chairperson is elected each year to a one-year term and is the presiding officer during council meetings.

Jung replaces District 3 council member Christiana Rigby as chair. Both Jung and Rigby have served on the council since 2018.

District 1 Council member Liz Walsh was chosen as vice chair and will be chair of the county Zoning Board. Walsh was also elected to the council in 2018.

District 5 Council member David Yungmann, the only Republican on the council, was chosen Monday to continue as the chair of the Board of License Commissioners.

Rigby was also appointed as the council’s representative to the Maryland Association of Counties’ Legislative Committee and liaison to the National Association of Counties. Yungmann is the alternate for both.

The Maryland Association of Counties’ Legislative Committee is a nonprofit, nonpartisan representative for all Maryland counties and Baltimore city, that works to promote effective and efficient government through advocacy, education and collaboration.

The National Association of Counties represents county governments around the country, by advocating for county priorities in federal policymaking.
