A chaplain at the Harford County Detention Center was fired this week after he was indicted by a county grand jury on charges of second-degree assault, fourth-degree sex offense and misconduct in office based on allegations by two women.

The Harford County sheriff's office said Thursday that the Rev. Kennis Andrew Rolle Sr., 59,, of Middle River had been employed as a chaplain with the sheriff's office since Sept. 17, 2012, and was assigned to the detention center in Bel Air. The sheriff's office operates the detention center.

Rolle was a full-time contractual employee who provided spiritual guidance to inmates, said Maj. William Davis, commander of the police operations bureau.

“He was like a counselor,” Davis said.

The sheriff's office said two women, ages 31 and 26, allege that during scheduled and unscheduled counseling sessions in the chaplain's office, Rolle made unwanted and unwelcome touches — including hugs, kisses on the forehead and cheek, playing with hair and touching of the buttocks on the outside of their clothing.

The alleged contact occurred during fall 2014 and again between December 2015 and February 2016, the sheriff's office said.

Officials said Rolle turned himself in at the Harford County Detention Center without incident Wednesday and was released on $50,000 bail.

He could not be reached for comment Thursday.

“I am deeply disappointed that someone who has been put in a position of confidence to assist people during vulnerable points of their lives, has violated that trust,” Sheriff Jeffrey Gahler said in a statement. “This type of behavior will not be tolerated in this agency,”

Officials said Rolle had been suspended since March 8 after allegations were made against him.

The sheriff's office said its Criminal Investigations Division and Office of Professional Standards each initiated investigations into the allegations. Officials said information was provided to the Harford County state's attorney's office, which conducted its own investigation to determine charges.

One woman made allegations regarding Rolle through the intelligence division at the detention center, Davis said. The second came forward during the subsequent investigation, he said.

“We are continuing that investigation to see if there are any others out there at this time,” said Davis.
