The man accused of firing several shots and injuring a 42-year-old during a birthday party at the Harford Mall last month will remain in jail pending further court proceedings, a judge ruled Monday.

The decision came after a Harford County prosecutor said in court that the search for Wesley Larry Lyons Jr. took nearly a month and required a “mass amount of resources” before the 35-year-old was ultimately arrested at an Anne Arundel County hotel Sunday.

Harford authorities identified Lyons as the suspect in the June 2 shooting at the Harford Bounce Party Place and arrested two women, including his mother, on accessory charges. Harford prosecutors later dropped both of the women’s accessory cases — though filed assault and obstruction charges against Lyons’ mother.

Lyons remained at large, leading his father to plead for his son to turn himself in. Metro Crime Stoppers also offered $2,000 for tips, a reward that grew to $5,000 a week after the shooting.

Arguing Monday in Harford County District Court for the Edgewood resident to be released on home detention, Lyons’ public defender Andrew Geraghty said his client is a lifelong county resident who owns a White Marsh clothing store called Pearls Closet as well as an automotive business.

Lyons appeared at the hearing from the county’s detention center through a video monitor. He told District Judge Tracey J. Delp that he disputed prosecutors’ characterization of his prior court attendance record.

Geraghty, who said Lyons has three children including a 1-year-old son, said an attempted first-degree murder charge against Lyons “may be a little overzealous,” noting that his client was alleged to have brandished a firearm at a group of five people after an altercation involving Lyons’ mother broke out at the birthday party. However, he said the charges against Lyons, which also include assault, reckless endangerment and firearms offenses, are “very serious.”

Charging documents say mall surveillance footage illustrated to investigators that Lyons’ mother, Lisa Gregg, 60, of Edgewood, got into a physical altercation inside the business with another woman over what police believe to be family issues.

After an exchange of punches, Lyons’ girlfriend could be seen pulling Gregg off the woman to break up the fight, according to charging documents.

Police said Lyons and the two women could be seen backing away from a group of five individuals. While backing away, police said Lyons was holding a handgun in his right hand.

As the groups began to separate, surveillance showed Lyons shooting the handgun at the victim — 42-year-old Richard Williams, of Edgewood, according to charging documents.

Police said Lyons was then seen stepping toward and around people to get closer to the victim while continuing to fire the gun at the victim’s body.

Charging documents stated Lyons was shooting and moving closer to the victim “as if he is trying to intentionally kill the victim.”

According to police, when the victim fell backward holding his thigh area, Lyons was seen on surveillance leaving the business quickly.

Police said when Lyons passed the two women, his girlfriend pushed him from the back “as if to push him out of the way and assist in his getaway from the scene.”

Williams was hit once in his upper left thigh and once in his right hand, according to charging documents. He was transported to an area hospital where police say he was able to make a full recovery.

Following the incident, police said they were able to identify a maroon Jeep Laredo as the vehicle Lyons and the two women used to leave the scene.

About an hour after the shooting around 5 p.m., police said the Harford County Sheriff’s Office located the maroon Jeep outside a home in the area of Harford Square Drive in Edgewood.

Investigators with the Harford County Sheriff’s Warrant Apprehension Task Force used what they called “state-of-the-art technology” to track Lyons to a hotel room where the Anne Arundel County Police Department’s SWAT team assisted deputies in apprehending Lyons around 1 p.m. Sunday. The Bel Air Police Department, which assisted in making the arrest, said detectives surveilled a Red Roof Inn near Hanover and were able to identify what room he was staying in.

“It took over a month and a mass amount of resources to bring him to justice,” Harford County Assistant State’s Attorney Nancy Ayd said during Monday’s hearing, adding that the shooting at the bounce house was “extremely reckless” behavior that showed disregard for safety.

In addition, authorities in Delaware have a detainer for Lyons on firearms-related charges, she said. Delaware State Police said in a December news release that Lyons and an Abingdon woman were arrested in Newark on felony drug and gun charges.

Delp ordered Lyons held without bail, saying she was “clearly convinced” that he posed a danger to the community and could be a flight risk.
